Growth
in guardianship work and the take-on of 636 guardianship cases (previously
curators bonis) from the Accountant of Court's Office in Edinburgh, has |
|
meant
that performance has regularly fallen short of the target time. To address this issue we have looked
critically at our procedures with a view to making |
|
improvements. Our existing system for review required all
guardians to submit a full and detailed annual accounting covering all
aspects of their |
|
|
|
management
of the adult's estate. However
experience indicated that it is rare for issues of major concern to come to
light as a consequence of this |
|
|
detailed
review. Deficiencies and issues are
more likely to become through direct contact with the guardian or as a result
of intervention by others (whistle |
|
blowers). We therefore proposed a new approach based
on a simple risk assessment. The
majority of guardians will now be subject to an abbreviated |
|
|
review
with only a proportion having to produce full accounts. Over and above this,
where there is concern about a guardian's actings and intromissions a
full |
|
review
will be carried out. Consultation with
Audit Scotland and key stakeholders indicated broad agreement with the new
regimen. The new procedures |
|
|
have
just been put into place and it is expected that the time taken to carry out
reviews will reduce in the coming months.
This will be monitored on an |
|
|
ongoing basis. |
